Faced with the need to adapt to climate change, the 49 municipalities of Grenoble Alpes Métropole are undertaking modification no. 3 of their PLUi. In line with the reflections and contributions of the Plan Climat, Air, Energie Métropolitain (PCAEM) of 2021 and the commitments made by the metropolitan council in 2022 following the Convention citoyenne métropolitaine pour le climat, the Grenoble Metropolis has decided to “bioclimatize” its PLUi. To do this, it is implementing an ambitious consultation strategy involving the mayors and urban planning and ecological transition deputies of the various municipalities through a cycle of four seminars aimed at setting the ambitions of this modification together.

The approach is based on three main areas: the cooling of towns and villages; bioclimatism at the level of buildings and the city; and carbon, energy performance and renewable energy in construction.
In this context, Franck Boutté has been asked to be a key witness. As an expert, the Workshop is participating in these four seminars, raising the climate issues of the construction of the city and, more broadly, of the territory, while challenging elected officials on the ambitions of this new bioclimatic PLUi.
