With heat waves becoming more intense and urban heat islands becoming more prevalent, adapting our cities is becoming a priority. In this context, Atelier Franck Boutté has been commissioned by ADEME, alongside the Ingérop group and its subsidiary Actierra, to design a technical kit dedicated to urban cooling solutions.

This kit is intended for city stakeholders—local authorities, developers, landlords, project managers—and aims to provide them with concrete tools to take action beyond the experimental phase.

It consists of three booklets:

  • Booklet 1: Planning urban cooling—written by Atelier Franck Boutté.
  • Booklet 2: Exploring solutions and feedback – designed by Actierra.
  • Booklet 3: Establishing a robust method for climate analogies – also produced by Actierra.

Atelier Franck Boutté was responsible for writing Booklet 1, which focuses on planning approaches. It proposes a multi-scale approach – city, neighborhood, public space, built block – to effectively integrate cooling issues into the urban fabric. At each level, it articulates regulatory levers, operational tools, and physical dynamics to provide a clear method that can be directly mobilized by project owners.

The result of an in-depth analysis of feedback, a cross-fertilization of expertise, and targeted interviews, this work helps lay the foundations for a sustainable and structured cooling strategy.

This kit also offers a conceptual innovation: the notion of the “right to cool,” as a new compass for urban adaptation to climate change.
