In 2017, Est Ensemble adopted a reference framework for sustainable development. The aim is to provide urban players with a methodology and tools for guaranteeing environmental quality and comfort of use in every project undertaken in the region. To achieve this, Est Ensemble is working with all the parties involved in its implementation: the local authority, municipalities, developers, landlords, promoters, project management teams, project management assistants and experts. Two books are the result of this work, detailing the 9 selected themes: energy, materials, waste, biodiversity, water, soil, mobility, health, atmosphere and comfort, translated into operational prescriptions at every stage of the project.

Against this backdrop, the Atelier has been asked to provide assistance to the project owner in drawing up this reference framework for sustainable regional development.

This standard is based on a systemic approach. It encourages projects to be designed on the basis of their context, available resources and future uses. It focuses on high-impact levers: resource diagnostics, bioclimatic design, energy pooling, in-situ reuse of materials, integrated water management, soil sealing, reducing nuisance and controlling atmospheric conditions. It offers practical tools - action matrices, environmental indicators, cross-referencing grids - that make it easier to integrate these issues from the outset.

The challenge is also a methodological one: integrating environmental studies from the earliest stages of the project, working iteratively, involving all the trades, documenting choices and anticipating actual use. The standards promote the approach rather than the norm. It enables the construction of buildings and neighbourhoods that are sober, adaptable and reversible, while guaranteeing quality of life and the resilience of the environment.

With these guidelines, Est Ensemble is asserting a demanding but pragmatic ambition: to bring together ecological transition, urban quality and territorial coherence. It proposes a method for moving from technical urban planning to project-based urban planning, capable of absorbing constraints while producing value in terms of use and living.
