Plaine Commune Framework
La Courneuve
2021
As part of the implementation of the sustainable development framework drawn up by Plaine Commune, the La Courneuve area is undertaking a vast development project on the Ex-Drouin site. The aim is to develop a mixed-use project on a 2-hectare plot of land, including a school complex as a priority. In line with the 8 commitments in the guidelines, environmental quality and social dynamism are at the heart of the urban project. The project is also in line with La Courneuve's commitments to sustainable urban development based on solidarity and fairness for all.
The Atelier is proposing an analysis of this brownfield site, using a multi-theme environmental diagnosis to highlight its strengths and constraints. Following this work, a co-design process was initiated, bringing together the various representatives of the contracting authority and the project management team, in order to jointly draw up a sustainable development charter and assist in the development of the ‘ex-Drouin’ urban project in La Courneuve.
This charter combines the general ambitions of sustainable development set out in the reference framework with themes rooted in local issues, in order to bring out concrete action levers specific to the context. In order to ensure that the Charter's guidelines are adhered to beyond this upstream mission, a monitoring tool has been designed for use by the Plaine Commune EPT and those involved in the subsequent phases of the project.
