In 2017, the Est Ensemble metropolitan authority adopted a sustainable development framework for urban projects. Its objective was to provide all stakeholders involved in city-making with a shared methodology and practical tools to ensure environmental quality and user comfort across every project undertaken within the territory. To develop this framework, Est Ensemble brought together all the key actors involved in its implementation: the metropolitan authority, local municipalities, public developers, social housing providers, private developers, design teams, client advisors and environmental specialists. This collaborative process resulted in two reference publications covering nine key themes—energy, materials, waste, biodiversity, water, soils, mobility, health, and comfort and environmental quality—translated into operational guidelines applicable throughout every stage of a project.

Within this context, Atelier Franck Boutté acted as sustainability consultant to support the development of this sustainable urban development framework.

The framework is founded on a systemic approach that encourages projects to be designed in response to their context, available resources and future patterns of use. It focuses on high-impact design strategies including resource assessment, bioclimatic design, shared energy systems, on-site material reuse, integrated water management, soil depaving, nuisance reduction and the management of environmental comfort. A series of practical tools—including action matrices, environmental indicators and cross-analysis frameworks—helps integrate these issues from the earliest stages of project development.

The ambition is equally methodological: to embed environmental studies from the outset, promote iterative design processes, involve all disciplines throughout the project, document key decisions and anticipate real patterns of use. Rather than prescribing a fixed standard, the framework promotes a design-led process that enables the delivery of resource-efficient, adaptable and reversible buildings and neighbourhoods while ensuring quality of life and long-term resilience.

Through this framework, Est Ensemble sets out an ambitious yet pragmatic vision that brings together ecological transition, urban quality and territorial coherence. It provides a methodology for moving beyond purely technical urban planning towards a project-based approach capable of responding to complex constraints while creating lasting environmental and social value.
