Grenoble-Alpes Métropole (an intercommunal structure in the Auvergne-Rhône-Alpes region of France, centered around the city of Grenoble) has undertaken to amend general law no. 3 in the Intercommuncal Urban Development Local Plan (PLUi) to adapt to bioclimatization. Its aim is to strengthen the region’s capacity to adapt to climate change. Aimed at elected officials, mayors, and deputies responsible for urban planning and environmental transitions in the 49 municipalities of the Grenoble metropolitan area, the metropolis organized a series of four seminars. They called on Franck Boutté as a key witness to provide his environmental expertise.

The approach is structured around three principles:

  • Cooling cities, towns, and villages
  • Bioclimatic design at the scale of buildings and the city
  • Carbon, energy performance, and renewable energy in construction

On September 26, 2023, the program was inaugurated with a conference-debate with Franck highlighting the conditions that must be met to build a sustainable city.

Discussions continued on October 20, focusing on the regulatory aspect of the recommended solutions to the issues of greening (preservation and planting), energy, and carbon (RE2020 and renewable energies). The team got involved to answer technical questions and provide decision-making support. This continued with a third meeting around the question of the bioclimatic OAP, a new tool for amending the PLUi.
This series of seminars wrapped up in spring 2024 with the consolidation of PLUi’s progress. It offers a platform for exchange with elected officials to discuss actions to be undertaken and define strategic actions. The proposed modifications will be integrated into the third amend of the PLUi, to be approved in 2025.
