What does the need to adapt to climate change mean for urban planning?

For the past two and a half years, we have been working to answer this profound question with the Club Ville Aménagement's “Cities and Climate Change Adaptation” working group, which we support as an AMO.

Alongside five CVA co-pilots and surrounded by dozens of interested parties, Julien Despax (project manager) and Mohamed Benzerzour (project director) have read, listened to, and invited “experts” in adaptation: researchers, civil servants, planners, engineering firms, etc.

Today, the need to adapt is recognized as legitimate and urgent. But for those who look into the subject, it is easy to feel overwhelmed by the wall of complexity, the wall of gravity, and the wall of financing—among other things—that adaptation represents at first glance.

As part of our working group, we have analyzed the issues in detail to better understand what lies ahead. We have come up with some keys to understanding and a few strategic proposals for working together to incorporate planning into the adaptation process.

Two sessions were held during the Entretiens to present and share the results of this work:

  • An opening plenary session on governance and the scales of adaptation, bringing together Soraya H. (GPA), Béatrice Vessiller (Métropole de Lyon), Philippe Mazenc (DGALN), Morgane Nicol (ex-I4CA), Sébastien Olharan (Breil-sur-Roya) and Antoine Pellion (IDEX);
  • A round table on the evolution of planning practices, illustrated by several case studies, with contributions from Jean-François Morel (MA-GEO), Sophie Lafenetre (EPF Occitanie), Stéphane Bequet (City and Metropolis of Toulouse) and Franck Boutté.
