The dynamic launched in 2008 around the Grand Pari(s) led in 2010 to the creation of the Territorial Development Contract (CDT), a planning and programming tool for development policy in areas targeted for their urban development potential.

In 2011, together with the AUC, the Atelier was commissioned by Epamsa to carry out a preliminary study as part of the future CDT of the Confluence Seine-Oise (CSO), a territorial association bringing together the urban communities of Cergy-Pontoise and Deux Rives de Seine, as well as the municipalities of Achères, Conflans-Sainte-Honorine, and Poissy, comprising a total of 28 municipalities. Confluence Seine-Oise provided the ideal opportunity to apply, for the first time and in a fairly comprehensive manner, the principles of the Positive Global Energy Territory, or Tegpos.

Thus, the Atelier proposes to base the co-development of the territory on the principles of sustainability, synergy, and mutualization, by placing resources and their sharing at the heart of the contractual process and by providing local authorities with the necessary tools to implement these dynamics. In this way, the strategic orientations for sustainable development are based on the idea of complementarity and solidarity at the territorial scale, aiming for overall performance through virtuous exchanges between municipalities. In practical terms, a municipality that is strong in a particular aspect of sustainability can assist and share its resources with another municipality that is more vulnerable in that same area. These resource transfers can take place from one municipality to another, or by involving other strong local authorities in broader tri- or multi-party frameworks.

As part of the Territorial Development Contract for the Confluence Seine-Oise, the creation of a Sustainability Atlas records the available resources and potentials. Thus, the heterogeneity of the territory is analyzed in order to propose a bottom-up approach enabling effective, balanced, and supportive endogenous strategies. Balances, synergies, and complementarities between the different territories, as well as between various types of energy (grey, kinetic, creative, social, etc.), are at the heart of the project. The notion of Tegpos takes on its full meaning here and leads the Atelier to envision the CDTegpos, or Territorial Development Contract for a Positive Global Energy Territory.
